I'm an artist and I collect reference. My boards will probably only make sense to me. I don't upload any images I only save images that Pinterest shows me. I have no idea if any of the images that I save are in violation of Pinterest's terms of service, and I don't care. It is not my responsibility to moderate the content of this site. It is Pinterest's responsibility. Take it up with them. If you don't like my boards well, they're not for you so I really don't care.
