Sorry the video is upside down! When a dryer vent exhausts through the roof, it typically will have a dampered goose-neck  exhaust cover. When left uncleaned for many years the blockage can be almost 100%. This will cause a backup of lint in the duct-work as well as the interior of the dryer.  When having your dryer vent system cleaned, be sure to have the exhaust on the roof cleaned as well.
If that whistling sound you hear isn’t coming from your nose, it just might be your ducts. If this is the case, your ventilation system might be constricted. Not only could this be hazardous to your furnace and a safety issue, you will also likely be overpaying for your heating and cooling due to making the HVAC work harder
