White Slavery | McDowell County, West Virginia. Peonage (forced servitude) and lynchings were not practicably prosecutable crimes in West Virginia in the post-Civil War era and well on into the first decade of the 20th century because of a lack of resolve for justice/humanity on the part of corporation owners, local and state government officials and constabularies, and legislators in West Virginia in those years.

Still, the agreement stands as a moral action against the trafficking of women .
